WASHINGTON ? ? Home prices fell in January for a fifth straight month in most major U.S. cities, as modest sales increases have yet to boost prices.

The Standard & Poor?s/Case-Shiller home-price index shows prices dropped in January from December in 16 of 19 cities tracked.

The steepest declines were in San Francisco, Atlanta and Portland. Prices increased in Miami, Phoenix and Washington. Price information for Charlotte was delayed and therefore not included in the report.

The declines partly reflect typical offseason sales. The month-over-month data are not adjusted for seasonal factors.

Still, prices fell in 17 of the 20 cities in January compared to the same month in 2011. That suggests the housing market remains weak, despite the best winter for sales in five years.

The Case-Shiller monthly index covers half of all U.S. homes. It measures prices compared with those in January 2000 and creates a three-month moving average. The December data are the latest available.

Nationwide, prices have fallen 34 percent since the housing bust and are now at 2002 levels.

BEIJING (AP) ? Struggling cellphone maker Nokia Corp. launched its first smartphone for China on Wednesday, looking to the world's biggest mobile market to help drive its 1-year-old turnaround effort.

Nokia said its Lumia 800C will be supported by China Telecom Ltd., one of the country's three major state-owned carriers.

The Finnish company, once the global industry leader, launched a corporate turnaround effort after falling behind Apple Inc. and other competitors in tapping into the popularity of smartphones.

China is the world's biggest mobile phone market with about 900 million accounts, and is Nokia's biggest market. Nokia is one of China's most prominent brands but its market share has slipped amid intense competition from Apple's iPhone and phones made by South Korea's Samsung and other rivals.

"China is critically important for Nokia," CEO Stephen Elop said at a product debut held in an aircraft hangar-size tent with pop music and dancers. He was joined on stage by the China Telecom chairman, Wang Xiaochu.

Colin Giles, Nokia's executive vice president for global sales, pointed to the rollout of four Lumia models over the past year as evidence of the company's revival.

"We've been demonstrating innovation and some leadership as well," Giles told reporters after the event. "We are changing and transforming ourselves as we go."

Chinese consumers are increasingly important to global electronics and other brands as their spending rises at a time of economic malaise in the United States, Japan and Europe.

Free-spending Chinese gadget lovers bought 70 million smartphones last year and sales are forecast to rise by 45 percent this year, according to Analysys International, a research firm in Beijing.

"Even a part of that would make a substantial market for any of these players," said David Wolf, a technology marketing consultant in Beijing. "It could be the one factor that ensures survival."

Globally, Nokia also has been squeezed by phones running Google Inc.'s Android system and by lower-end Asian manufacturers. Its market share plummeted to below 30 percent last year from 40 percent in 2008.

Nokia announced this year it would stop assembling phones in Europe by year-end and shift production to Asia. It announced 4,000 job cuts on top of nearly 10,000 layoffs last year.

In China, the Lumia 800C will go on sale in early April for 3,599 yuan ($570), according to Elop.

Nokia and China Telecom plan to release a lower-priced model, the 610C, aimed at students and other budget users, according to Elop. He said the Lumia 900C and the 710C sold in other markets also will be brought to China over time.

Nokia also will roll out Lumia models for the networks of China's two other major carriers, China Mobile Ltd. and China Unicom Ltd., said Colin Giles, Nokia's executive vice president for global sales and manager of its China unit until 2010.

The Lumia 800C will run on Microsoft Corp.'s Windows Phone, giving that system its first major exposure in a Chinese market dominated by iPhones and Android.

In the United States, AT&T Inc. announced Monday it will sell the Lumia 900 running Windows Phone for $100 with a two-year contract.

Giles expressed confidence Nokia can make up for its late entry into China's smartphone market on the strength of an extensive retail presence and close ties with local developers of services that form a large part of the appeal of smartphones.

Nokia has formed partnerships with leading Chinese Web companies such as search engine Baidu and portals Sina, Sohu and Tencent to create services. The company says it and Microsoft will provide financing for entrepreneurs to develop Windows Phone-based applications.

"We're creating innovation in China for China, which some of our competitors are not doing," Giles said.

Nokia phones are sold in some 200,000 retail outlets in China including the company's own stores and other distributors, according to Anna Shipley, its communications director for China, Japan and Korea.

Giles said the company plans an extensive marketing campaign on television and online.

Nokia has a stronger brand in China than it does in the United States but will need to revitalize sales and relations with retailers who have seen demand for its products falter, said Wolf, chairman of Wolf Group Asia.

"They've got a lot of work ahead of them," he said.

Banks lend again, but their customers are wary

NEW YORK (AP) ? Since the credit crisis of 2008, everyone has been waiting for the banks to start lending money again. It's finally happening, but there's a catch: Businesses are afraid to spend it.

Bank loans to businesses grew 10 percent last year after dropping 19 percent in 2009 and 9 percent in 2010, according to the Federal Reserve. JPMorgan Chase, Bank of America and Wells Fargo confirmed the growth in their latest financial results.

But much of the loan growth comes from lines of credit, not traditional loans. And instead of tapping available credit to power up plants, open factories and hire people, businesses are waiting.

At the same time, they are hoarding cash. JPMorgan, the nation's largest bank, is holding a record $200 billion in business deposits, up 26 percent last year alone. Wells Fargo and Bank of America also say deposits from middle-market businesses have soared.

"Our business customers are feeling optimistic," says Perry Pelos, head of commercial banking for Wells Fargo. "But I'm not seeing any boom yet because they are still a little uneasy about the future."

Even successful business owners have found it difficult to adopt the easy confidence of the years before the deep and bruising recession. They want to see more improvement in the economy before they take great risks again.

Jon Schlegel, owner of a Colorado brunch restaurant called Snooze Eatery, says his customers are buying more Bloody Marys and mimosas to go with the popular and more expensive chilaquiles Benedict ? his take on eggs Benedict, stacked with steak and tortillas and topped with fresh salsa and cotija cheese.

He's noticed more out-of-town visitors in his restaurants on recent weekends than in the past couple of years. Yet Schlegel is careful about every expense. He pays for supplies and meets payroll with the restaurants' own cash flow rather than borrowing.

"I've got to watch my costs. Meat prices are rising, and coffee prices are going up. If I raise my prices, will people keep coming and can I keep growing?" Schlegel says.

Schlegel's hesitance is common among small and independent businesses that struggled mightily during the Great Recession. For many business owners, it has been an arduous climb back just to survive, and that's made many of them averse to risk.

Analysts are watching bank loan growth closely because it provides clues about whether companies are preparing to hire. Unemployment remains high at 8.3 percent, though it has fallen from its recession peak of 10 percent.

Bank loans play a vital role in powering what economists call a virtuous cycle. Banks lend to companies, which spend to open factories to create widgets. Plants mean jobs, which leads to more money in people's pockets to spend. It re-energizes the economy.

Small and midsize businesses depend on bank loans to grow far more than large corporations, which can pay for their plans by selling bonds or stock in the financial markets.

In February, H.J. Heinz Co., the giant food company best known for its ketchup, raised $300 million by selling five-year bonds at an interest rate of just 1.5 percent. IBM, Procter & Gamble and McDonald's have all raised hundreds of millions of dollars recently by selling bonds and paying record-low interest rates.

Small and midsize businesses blamed banks for making matters worse when the recession struck by pulling back credit dramatically, and for not helping during the economic recovery by making credit freely available.

For their part, banks say regulations passed since the financial crisis have made it difficult for them to lend because they have to set more cash aside to cushion themselves against future losses.

On a bank's books, a line of credit that a business can tap as needed counts the same as a traditional, lump-sum loan. While they don't break out the numbers, banks say businesses are opening lines of credit but skittish about drawing on them.

In conference calls with analysts and reporters, bank executives have said recently that what they call the loan utilization rate, the percentage of available credit that businesses use, is unusually low. They do not release that number.

For instance, JPMorgan Chase said its loans to middle-market businesses grew 17 percent in the last three months of 2011, the sixth consecutive quarter of loan growth. But CEO Jamie Dimon warned analysts in January clients were still waiting to use the money.

"It's not utilization. It's new lines of credit for the most part," he said.

The amount of loans to middle-market businesses at Wells Fargo grew 15 percent in the last three months of 2011 from the same period a year earlier, to about $265 billion. But Wells executives, too, report that not enough of the money is being used.

Most of Chase's customers are like Schlegel: They seem to have enough money to run their businesses. That they are opening lines of credit in large numbers is a sign that they want to be prepared if there is a pickup in in demand.

For Schlegel, demand is just starting to creep back. After the success of his four brunch restaurants, he took out two loans late last year from JPMorgan Chase to open his fifth and sixth restaurants ? one in Colorado another in San Diego, his first out of state.

The two new restaurants allowed him to hire about 80 employees. But Schlegel is as skittish as the day he opened his first restaurant in 2006.

Scouting for new restaurant locations in 2011 proved more difficult than in 2010 and in 2009 because there were fewer spaces available and they were more expensive.

"I guess that's a favorable sign of an improving economy," says Schlegel. "I'm worried about how much we will be able to expand, and how easily I will be able to get my next loan."

Have you noticed that epic black and white artscape plastering the back hallway at Erskineville?s Hive Bar? That was Brad Robson. See that guy taking his texta to a canvas like a dinosaur to a carcass at Jurassic Lounge? Brad Robson. How about that sweet mural at Cockatoo Island?s Outpost Art extravaganza? Brad Robson too. Seems Robson has been splashing out in all sorts of nooks and crannies around Sydney of late and is finally set for his first solo exhibition happening at PLATFORM72 from March 14. Here?s what makes him tick.

Where did you learn street art? I?ve always practised art in some way. Since an early age, my father inspired me and taught me to draw. I studied graphic arts through my twenties and illustration and painting were a natural progression from this. I believe anyone who really wants something bad enough, teaches themselves. I don?t consider myself a street artist as most of my work is commissioned and not on the streets but I?m consistently inspired by freestyle art forms.

What?s the relationship between gallery work and street art for you? I believe the new crop of more contemporary galleries are embracing the ?street? styled work and bringing in a whole new audience. The line between the fine art world and the freestyle art world is starting to fade ? which I think is brilliant!

What do you usually make art about and what inspires your subject matter? In my illustration work I like to create new worlds that have never before existed. My paintings are more abstract, sometimes dark; sometimes light. I?m inspired by all that?s around me but above all I?ve learnt to listen to myself and trust my hand, almost like a stream-of-consciousness approach.

What were you doing in New York and how did it influence your art making? I was in NYC for six weeks and I studied illustration and visual story telling at the School of Visual Arts. Being exposed to so much art and meeting so many other fantastic artists was just mind blowing! It really made me realise the possibilities that exist for artists. It made me push myself in new directions, as you?ll see with my NYC piece that I?ve turned into a window display in my upcoming exhibition at PLATFORM72.

What is PLATFORM72 and what will your exhibition involve? PLATFORM72 is a gallery/ design store setup by artists for artists and takes no commissions on sales. It gives the public a fresh and updated collection of art in the heart of Darlinghurst on Oxford St. I?ll be exhibiting a series of paintings, art prints, skate decks and a window display paying homage to NYC.

Update: Baby Name Released in Death Investigation

A 3-month-old baby died at Creighton University Medical Center after a 27-inch TV fell on the infant.

Due to an on-going investigation by Lincoln Police, the agency will not comment on an incident.

A representative from Creighton University Medical Center says 3-month-old J'Deonn Laughlin died at the hospital Friday morning.

Lincoln Police did confirm that a 27 inch television fell off a dresser and on to the infant, eventually killing him.

The incident happened at the Economy Lodge and Suites near the Lincoln Airport early Friday morning. He was flown to Creighton University Medical Center following the incident. Police confirmed that he was staying at the hotel with his mother and two siblings.

The Consumer Protection Safety Commission reports tip over incidents kill six children in the United States every year and they injure eight to ten thousand children resulting in emergency room treatments. They include injuries and deaths from falling dressers, book shelves, and televisions.

The Commission offers the following suggestions to decrease the risk of similar incidents in homes.

1) Anchor furniture to the wall or the floor.
2) Place televisions on sturdy, low bases.
3) Keep remote controls, toys, and other items off TV stands or furniture.
4) Keep TV and cable cords out of the reach of children
5) Always supervise children
6) Install stoves and ranges with anti-tip brackets

A police investigation is aimed at deeming the incident accidental, intentional, or that it was caused by negligence.

@Rick I do have kids and can tell you at three months the bed or a chair is not an option. The will roll or scoot themselves off. This child was probably in a bouncy seat. But no the less a child has earned wings and that is the only thing I am worried about, my thoughts and prayers go to the family may there peace and healing in your future.

@Wendy, the story states there were two siblings. My guess is the t.v. was not anchored and the kids were messing around and knocked it over. @Matt, the child was probably alive when life flighted to the hospital, what does it matter, a child has died. My prayers to the family.

Just to set the record straight I worked at the Motel where this tragedy occured they do have cribs for infants and the TV sets use to be anchored to the dressers if they are not the the establishment either stopped having them anchored or the set was the personal property of the family staying there to make a judgement against someone that has just lost a child is so cruel and not very kind to them.

As a father the floor is the best place for an infant without a crib or pack and play. Obviously neither were available in this situation. My prayers to the family

Rick, you obviously don't have a child. A bed or chair is the last place for an infant. They can roll over and off. Not to mention the possibility of SIDS. If you don't have a crib or pack and play then the floor is probably the best option as it is flat, firm and low.
