Arab mission statements on Syria "reassuring": Russia (Reuters)

MOSCOW (Reuters) ? Russia's Foreign Ministry praised Arab League observers in Syria on Friday who were sent to check whether government forces have halted violence against protesters and said their comments were "reassuring."

"Judging by the public statements made by the chief of the mission M. al-Dabi, who in the first of his visits went to the city of Homs...the situation seems to be reassuring," the ministry said in a statement on its website.

In an initial tour of the protest hotbed city of Homs, Sudanese general Mustafa al-Dabi raised international concern over the mission's credibility with a comment that he had seen "nothing frightening." He said more time was needed to make a final judgment.

Moscow remains one of the last allies of Damascus following nine months of violence that the United Nations says has killed 5,000 people and isolated President Bashar al-Assad from most of the international community.

Russia, which has supported the Arab League monitoring mission from the start, called on the Syrian leadership to continue working constructively with the mission.

"We are counting on the professionalism and objectivity of the participants in the mission of Arab observers," said the Russian statement.

"We consider it very important to ensure consolidated support for the realization of the assignments that stand before the Arab League observers on international and regional levels."

Russia has submitted a revised United Nations draft resolution condemning the bloodshed but has stopped short of blaming the Syrian leadership, which accounted for seven percent of Russia's total of $10 billion in arms deliveries abroad in 2010, according to the Russian defense think tank CAST.

Human rights groups such as Amnesty International have raised questions about the choice of Dabi, a senior Sudanese general, to lead the observer mission.

Dabi was head of Sudan's military intelligence in the early 1990s, a time when rights groups say opposition figures were detained and tortured. He also held posts in Darfur at a time when International Criminal Court prosecutors say Sudanese authorities committed genocide.

Oil eases after Iran threat, Italy gets debt boost

LONDON (Reuters) - Crude prices broke a six-day rally on Wednesday after Iran's threat to stop the flow of oil from the Gulf was written off as no more than rhetoric, while a strong short-term Italian debt sale eased stress in European markets.

Tehran said on Tuesday it would stop oil transiting through the Strait of Hormuz if sanctions were imposed on its crude oil exports because of its nuclear ambitions. Washington said it saw "an element of bluster" in the threat.

Brent fell 0.9 percent to $108.28 a barrel by 1150 GMT after climbing more than a dollar in the previous session. Prices have surged over 5 percent since December 16.

European shares reversed early losses to add 0.5 percent <.fteu3>, while Asian stocks slipped, leaving the MSCI world equity index <.miwd00000pus> flat on the day. Futures pointed to a slightly lower open on Wall Street.<.n/>

"The threat by Iran to close the Strait of Hormuz supported the oil market yesterday, but the effect is fading today as it will probably be empty threats as they cannot stop the flow for a longer period due to the amount of U.S. hardware in the area," said Thorbjoern bak Jensen, oil analyst with Global Risk Management.

It has been an ugly year for equities outside the United States.

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> fell 0.7 percent, keeping it on course for a 2011 loss of 18 percent, underperforming a 12 percent decline in European shares <.fteu3> and a 9 percent drop in world stocks.

Japan's Nikkei stock average <.n225> ended down 0.2 percent, on track for a 17.6 percent drop this year. <.t/>

Naohiro Niimura, a partner at research and consulting firm Market Risk Advisory Co, said the chances of a violent confrontation with Iran were remote for now but added the tensions would be a major source of volatility in 2012 along with the unresolved euro zone debt crisis.

EURO CURBED

The euro held above an 11-month low against the dollar after Italian short-term debt costs halved at auction, helped by a new government austerity package and cheap liquidity from the European Central Bank.

The country faces the more difficult task of selling long-term debt on Thursday where there will be a greater reliance on international investors to buy 8.5 billion euros of debt with maturities of up to 10 years.

Analysts said market tensions could easily reignite. Italy faces almost 150 billion euros of debt refinancing in February-April alone.

"Tomorrow's auction is more important and will give more insight into general sentiment. Today was a warm-up," said Neil Mellor, currency strategist at Bank of New York Mellon.

The euro was last marginally higher on the day at $1.3071.

Safe-haven German Bund futures were barely changed while yields on Italian 10-year bonds dropped to 6.8 percent, just below the 7 percent rate that is widely seen as unsustainable in the long term for the country's finances.

Banks deposited a record 452 billion euros ($538 billion) at the European Central Bank overnight, giving no sign that interbank lending is reviving, although the nearly half a trillion euros of 3-year liquidity handed out by the ECB last week pushed bank-to-bank lending rates lower.

In the United States, data suggested the economy was on track for a moderate recovery, with improving labor market conditions lifting U.S. consumer confidence to an eight-month high in December although U.S. single-family home prices fell more than expected in October.

Wall Street ended flat on Tuesday following a five percent rally last week which pushed the S&P 500 into positive territory for the year.

Gold edged lower, tracking falls in industrial metals and equities.

The 19-commodity Reuters-Jefferies CRB index <.crb> -- largely influenced by U.S. crude oil -- is set for a 7 percent drop in 2011, faring slightly better than equities.

U.S. crude oil has been among the best performers this year with a 10 percent increase, while gold has gained 12 percent as a loss of confidence in the euro zone accelerated investor flight to bullion.

Sexual assault reports up at U.S. military academies: report (Reuters)

(Reuters) ? The U.S. Department of Defense said on Tuesday that there was a rise in reports of sexual assault at the nation's military academies in the most recent school year and announced new policies to help victims.

The "Annual Report on Sexual Harassment and Violence at Military Service Academies" found that during the 2010-11 year there were 65 reports of sexual assaults involving cadets and midshipmen, up from 41 in the prior year.

To help address the jump, the academies are implementing two new policies.

Service members who have been victims of sexual assault will now be able to request an expedited transfer from their units. The military will now also retain records of sexual assaults longer -- in some cases as long as 50 years.

"We know that the military academies are similar to college campuses around the country in that sexual harassment and assault are challenges that all faculty, staff and students need to work to prevent," said Major General Mary Kay Hertog, director of the Sexual Assault Prevention and Response Office.

"However, when it does occur, we owe it to those who have been victimized, and to every cadet and midshipman, to do everything possible to provide needed support and to hold those who commit sexual assault appropriately accountable."

As part of the review process, Department of Defense officials visited the U.S. Military Academy, Naval Academy and Air Force Academy and reviewed academy policies and procedures. They also held focus groups.

Officials found most academy programs fulfilled or in some cases surpassed existing policies and directives, but Hertog said they have also identified areas for improvement.

Did Cheetah from 1930s Tarzan flicks die? (AP)

PALM HARBOR, Fla. ? A Florida animal sanctuary says Cheetah, the chimpanzee sidekick in the Tarzan movies of the early 1930s, has died at 80. But other accounts call that claim into question.

Debbie Cobb, outreach director at the Suncoast Primate Sanctuary in Palm Harbor, said Wednesday that her grandparents acquired Cheetah around 1960 from "Tarzan" star Johnny Weissmuller and that the chimp appeared in Tarzan films between 1932 and 1934. During that period, Weissmuller made "Tarzan the Ape Man" and "Tarzan and His Mate."

But Cobb offered no documentation, saying it was destroyed in a 1995 fire.

Also, some Hollywood accounts indicate a chimpanzee by the name of Jiggs or Mr. Jiggs played Cheetah alongside Weissmuller early on and died in 1938.

In addition, an 80-year-old chimpanzee would be extraordinarily old, perhaps the oldest ever known. According to many experts and Save the Chimps, another Florida sanctuary, chimpanzees in captivity generally live to between 40 and 60, though Lion Country Safari in Loxahatchee, Fla., says it has one that is around 73.

A similar claim about another chimpanzee that supposedly played second banana to Weissmuller was debunked in 2008 in a Washington Post story.

Writer R.D. Rosen discovered that the primate, which lived in Palm Springs, Calif., was born around 1960, meaning it wasn't oldest enough to have been in the Tarzan movies of Hollywood's Golden Age that starred Olympic swimming star Weissmuller as the vine-swinging, loincloth-wearing Ape Man and Maureen O'Sullivan as Jane.

While a number of chimpanzees played the sidekick role in the Tarzan movies of the 1930s and `40s, Rosen said in an email Wednesday that this latest purported Cheetah looks like a "business-boosting impostor as well."

"I'm afraid any chimp who actually shared a soundstage with Weissmuller and O'Sullivan is long gone," Rosen said.

Cobb said Cheetah died Dec. 24 of kidney failure and was cremated.

"Unfortunately, there was a fire in `95 in which a lot of that documentation burned up," Cobb said. "I'm 51 and I've known him for 51 years. My first remembrance of him coming here was when I was actually 5, and I've known him since then, and he was a full-grown chimp then."

Film historian and Turner Classic Movies host Robert Osbourne said the Cheetah character "was one of the things people loved about the Tarzan movies because he made people laugh. He was always a regular fun part of the movies."

In his time, the Cheetah character was as popular as Rin Tin Tin or Asta, the dog from the "Thin Man" movies, Osbourne said.

"He was a major star," he said.

At the animal sanctuary, Cheetah was outgoing, loved finger painting and liked to see people laugh, Cobb said. But he could also be ill-tempered. Cobb said that when the chimp didn't like what was going on, he would fling feces and other objects.

(AP) ? A babysitter and trusted neighbor has confessed that he bludgeoned a 9-year-old Indiana girl to death with a brick then dismembered her, hiding her head, hands and feet at a home where he was staying and dumping the rest of her remains nearby, police said Tuesday.

Allen County sheriff's investigators said in an affidavit that 39-year-old Michael Plumadore admits he killed Aliahna Lemmon on Thursday.

According to the affidavit, Plumadore told police that after beating Aliahna to death on the front steps of the home in the early morning hours, he stuffed her body into trash bags and hid her in the freezer at the home in a rundown trailer park in Fort Wayne. He said he later chopped up her body with a hacksaw and stuffed her remains into freezer bags.

Police said Plumadore told them he had hidden Aliahna's head, feet and hands at the trailer and discarded her other remains at a nearby business. Police obtained a warrant to search the trailer on Monday and found the body parts.

Authorities didn't say Tuesday why Plumadore killed the child, but Sheriff Ken Fries said investigators suspected Plumadore was involved since soon after she was reported missing Friday night.

Investigators questioned him Friday and Saturday and he was arrested Monday after being interviewed by detectives for several hours more.

Fries said his long police career told him that Plumadore's account of the girl's disappearance had too many inconsistencies.

"Things that were said in 29 years of doing this that just didn't make sense," Fries said during a Tuesday news conference. "We needed to get him to talk."

Fries said Plumadore was "factual" in talking with investigators, but he wouldn't describe Plumadore's demeanor.

A judge ordered Plumadore held without bail or bond at an initial hearing Tuesday, sheriff's department spokesman Cpl. Jeremy Tinkel said. He has yet to be formally charged in Aliahna's death.

Mike McAlexander, the Allen County chief deputy prosecutor, wouldn't say whether anyone else was suspected of being involved and said "nothing has been ruled out."

Paulette Hair, 45, a former manager at the trailer park who lives at a nearby trailer park, said she never would have guessed Plumadore would kill a child.

"But you don't know a person, truly," she said.

"How could you live?" asked Hair. "How could you sit in that trailer, knowing what you did, knowing what's in your household when everybody is out there in the cold and the rain praying to God that she comes home safely and you're sitting there?"

Aliahna was a student at Holland Elementary School, said Fort Wayne school district spokeswoman Krista Stockman. She did not know what grade the girl was in.

"Obviously, this is a horrendous tragedy. For the school, this is devastating. Our teachers knew her, our principal knew her, she had friends at the school. This is going to be a loss for everyone at the school," Stockman said.

Schools are currently closed for holiday break. Stockman expected extra counselors will be made available when students return Jan. 5, and the school likely will plan some sort of memorial, she said.

Aliahna and her two younger sisters were staying with Plumadore for about one week because their mother, Tarah Souders, had been sick with the flu.

Plumadore told The Journal Gazette on Sunday that Aliahna disappeared from the home Friday morning while he was sleeping after having gone to a gas station about a mile away to buy a cigar. Authorities have said the store's surveillance video shows him there about that time.

Aliahna wasn't reported missing until Friday night. Plumadore said the younger girls told him their mother had picked her up and he didn't realize until hours later that this wasn't true.

On Saturday, more than 100 emergency workers searched for Aliahna around the trailer park on the city's north side where Aliahna and Plumadore lived. FBI agents were there Monday.

A state website shows that 15 registered sex offenders live in the park that numbers about two dozen homes. Plumadore is not on Indiana's registered sex offenders list. He has a criminal record in Florida and North Carolina that includes convictions for trespassing and assault.

Aliahna's step-grandfather, David Story, told The Associated Press that Plumadore had cared for Souders' ailing father until his death from emphysema early this month and was living in that man's mobile home.

"He was a trusted family friend," Story said late Monday, saying he was surprised by the arrest.

Richard Patee, 58, whose trailer is next to where Plumadore was living, said he didn't think it was odd that Aliahna's mother had him watching the girls for an extended period.

"They had known each other for somewhere of three to four years, I know that, and he took care of their grandfather," Patee said. "I didn't see any reason to question it at all. I talked with Mike on and off for the past two-and-a-half years and he never had a cross word."

UN approves lower budget of $5.15 billion (AP)

UNITED NATIONS ? The General Assembly has approved a budget of $5.15 billion to cover the United Nations' regular operations in 2012-2013, cutting its two-year budget for the first time in 13 years by 5 percent.

Secretary-General Ban Ki-moon, who proposed a 3.2 percent budget cut in October, thanked the 193-member world body for agreeing to "cut fat" at a time when governments and people everywhere are struggling because of global financial difficulties.

He said he would instruct all managers to find new ways "to do more and better with less."

U.S. deputy ambassador Joseph Torsella called the budget agreement "historic," saying it was the first time since 1998 and only the second time in the last 50 years that the U.N. regular budget declined from the previous budget's actual expenses. The U.N. spent $5.41 billion in 2010-2011.

The United States pays 22 percent of the U.N.'s administrative budget, and Torsella said the new budget "saves the American taxpayers millions of dollars and sets the United Nations on the path of real fiscal discipline and continued reform."

Over the last 20 years, he said, the U.N.'s two-year budget increased by an average of 5 percent which means the new budget represents savings to American taxpayers of as much as $100 million.

U.N. peacekeeping operations are funded separately.

The regular operating budget was adopted Saturday after an all-night session.

General Assembly President Nassir Abdulaziz al-Nasser praised the "robust and constructive engagement" of all delegations in reaching consensus on a financial plan, saying the negotiating process had been "particularly challenging this year in the wake of global financial challenges."

Ban proposed a series of changes to improve the U.N.'s efficiency, a reduction of 44 staff posts, and cost-cutting for travel, consultants, general operating expenses, supplies, materials and equipment.

Torsella said the new budget advances U.N. reforms by providing additional resources for the U.N.'s watchdog, the Office of Internal Oversight Services, agreeing to webcast all U.N. formal committee meetings, and increasing cooperation among U.N. services such as interpretation and translation.

The Riders' chief mission is to attend the funeral services of servicemen and women killed in action. Appearing as invited guests of the family, the members demonstrate their support, set up flag lines and offer motorcycle escorts while shielding mourners from disruptions created by protesters.

"We are a group of patriots that honor veterans, first responders and their families," said Bruce Ballou of Charleston, assistant state captain of the riders. "We do this with pride and a deep sense of respect. The PGR mission has also expanded to welcome-home (celebrations), send-offs and honor flights."

There are approximately 255,000 members nationwide, with chapters in all 50 states and Puerto Rico. South Carolina boasts 2,700 riders, with an estimated 200 to 300 living in the Lowcountry, Ballou said.

"But we are not a 'club.' We do not collect dues or have monthly meetings. We communicate using the Internet and phone, and we only gather when we are executing a mission."

Origins

The Patriot Guard Riders were born in August 2005 with the American Legion Riders Chapter 136 in Kansas.

Appalled to learn that a fallen soldier's memory was being sullied by religious zealots protesting at funerals, they developed a strategy to counter the activities of Fred Phelps and the Topeka-based Westboro Baptist Church, which had targeted the funeral of Sgt. John Doles in Chelsea, Okla.

"There are 100 or so members of this church who have attended funerals as anti-gay advocates, claiming that because America condones or tolerates homosexuality, 9/11 was our punishment," said documentary filmmaker Ellen Frick of Seattle, director of "Patriot Guard Riders." "They will hold up placards and say things like 'Thank God for dead soldiers.' "

The church and the family that leads it were also the subject of Louis Theroux's 2007 BBC documentary, "The Most Hated Family in America."

Using legal, nonviolent means, the riders limited the church's planned intrusion at the Doles service. The new group promptly established a mission statement and renamed itself the Patriot Guard in October 2005. Their ultimate goal was to "get veterans and motorcycle organizations involved in every state so that each state could handle the situation internally."

Riders on film

Produced and financed by Frick's company Wall Fly Films and distributed by New Day Films, the 73-minute documentary "Patriot Guard Riders" was shot mainly in Seattle and Evansville, Ind., and was two years in the making. A local screening of the film was held this month at Low Country Harley-Davidson.

"My main characters are in Evansville -- a bereaved couple who lost a son in Iraq," said Frick, who had earlier published an article in Time magazine about the behavior of the church and the Riders' response. "The climax of the film is a kind of confrontation in Iowa between the PGR and members of Westboro Church. We also shot footage in the church's compound. They were more than willing to talk. That's their thing."

But when Frick began traveling with the riders and shooting footage of their activities, she learned the story went deeper.

"It was challenging not to make it be about the Westboro Baptist Church, and the harassment by this hate group," said the director, a former engineer whose social documentaries have appeared on PBS and the History channel. "The story seems at first to be about them, but it's really about the origin of the Riders.

"No one was going to military funerals before them. It is also a matter of camaraderie and brotherhood, especially for Vietnam veterans. The film deals quite a bit with these men and women and with those (suffering) post-traumatic stress disorder."

Ballou, president of the local business firm Nicanor Consulting, said most families have been receptive to the idea of the Riders' participation.

"We actively seek out the services of those who have been killed in action. Some of our senior ride captains will work with military or clergy to get permission to go. In other cases, like the death of a veteran, it is we who are approached.

"Occasionally we run across a family that is a little timid and not familiar with who we are and they don't want to make a spectacle of the funeral. Neither do we. So we counsel them to go to our website (www.patriotguard.org) and learn about the Riders.

"Typically, a funeral director or one of the ride captains of the PGR will talk with the family's representative and tell them everything we do is highly respectful of the family. We then coordinate the specifics working with a family member or representative."

Meanwhile, Ballou has high hopes for Frick's documentary, which he said would be useful in explaining to a wider audience "who we are, what we do and why we do it."

Vikings' Peterson, Ponder out vs. Redskins (AP)

LANDOVER, Md. ? Minnesota Vikings running back Adrian Peterson injured his left knee, and Christian Ponder suffered a concussion on back-to-back plays Saturday against the Washington Redskins.

Peterson took a direct hit to the knee from Redskins safety DeJon Gomes on a 3-yard gain on the first offensive play of the second half.

Peterson lay on the ground for a couple of minutes and did not put any weight on his left leg as he was helped off the field. He was later taken on a cart to the Vikings locker room.

On the next play, Ponder was sacked by Adam Carriker and London Fletcher. Ponder remained in the game for one more play ? a third-down incomplete pass ? before heading to the locker room.

The Vikings said neither player would return.

Peterson had 12 carries for 38 yards when he left the game. He also had a 1-yard touchdown run in the second quarter.

Ponder had completed 8 of 13 passes for 68 yards. He was replaced by Joe Webb, who scored on a 9-yard run on the next series to give the Vikings the lead.

Oh, look... A "seeking literate role-play partner" thread...

Why, hello there. ^_^ I'm kind of a new member, but not really, so kind of a returning member but then again... not really. I was on here once before and really enjoyed it but "high school" caught up with me so I never got back on. Now that I'm well into college and finding myself bored with every other forum I'm on and struggling to find a multi-genre forum I enjoy quite as much as I did this one I figured... Well, hell; why not just come back here?

I'm not sure how to navigate through the "Role Plays" tab option so I'm just going to stick with the post-by-post role-playing style I'm comfortable with. To start out, I'm just looking for a couple threads here and there and am more than happy to move them to even IMs, should the other partner have AOL Instant Messenger.

Now, the types of role-plays I like to do are modern fantasy or sci-fi (vampires, werewolves, ZOMBIES, ect) but I do like to deviate to both medieval and futuristic. The fandoms I enjoy are Supernatural (I like to play both Winchesters and Castiel), Harry Potter (Draco), Mass Effect (Kaidan and Garrus), The Boondock Saints (Connor), and a few others... Just ask. Of course, I have originals for each fandom and have a plethora of originals that could fit into any situation.

I'm more than comfortable of gay/lesbian and in fact prefer those types of relationships-- as I mostly play males, gay.

If you have any ideas, feel free to suggest them. Right now, I'm just so bored, I'm up for nearly anything.

Obama opposes spending bill's detainee restriction (AP)

WASHINGTON ? President Barack Obama told Congress restrictions on his ability to transfer detainees from the U.S. military prison at Guantanamo Bay, Cuba, to the United States might violate the constitutional separation of powers between the legislative and executive branches.

The provision is contained in a massive spending bill that Obama signed Friday. The president, in a statement accompanying his signature, said he will interpret the provisions in a way that "avoids constitutional conflicts."

"Signing statements" allow presidents to raise constitutional objections to circumvent Congress' intent. During his campaign for the White House, Obama criticized President George W. Bush's use of signing statements and promised to make his application the tool more transparent.

The spending bill restrictions cited by Obama are similar to ones contained in a defense bill that Congress passed this month. Those provisions survived negotiations between lawmakers and the administration that allowed Obama to investigate and try suspected terrorists in civilian courts.

Obama has indicated his intent to sign that bill, but Friday's statement signaled that he would raise similar objections.

"My administration has repeatedly communicated my objections to these provisions, including my view that they could, under certain circumstances, violate constitutional separation of powers principles," Obama said. He said he would continue to work toward their repeal.

Congress and the White House have been at odds over detention policy ever since Obama was sworn in.

Many lawmakers have resisted the administration's efforts to close the U.S. prison at Guantanamo and have opposed trying terror suspects in federal courts in the United States rather than by military commission.

The Senate approved a $1 trillion-plus 2012 spending bill last Saturday in a flurry of year-end activity that was overshadowed by an ensuing confrontation over extending a payroll tax cut. The legislation, which sets the day-to-day budgets of 10 Cabinet agencies, locks in cuts that conservative Republicans won from the White House and Democrats this year.

Obama also took issue with the spending bill's ban on funding United Nations peacekeeping missions if they place U.S. military forces under the command of a "foreign national" ? unless the president notifies Congress that such a deployment is in the national interest.

Obama said those provisions also could interfere with his constitutional authorities.

"In approving this bill, I reiterate the understanding, which I have communicated to the Congress, that I will apply these provisions in a manner consistent with my constitutional authority as commander in chief."

Dexter and TV's 'troubling' incest trend (The Week)

New York ? Showtime's serial killer drama joins a host of cable shows delving into sibling romances. Is the incest taboo broken?

Dexter's controversial season finale Sunday night was a stunner. (Warning: Spoilers lie ahead.) And the night's biggest jaw-dropper didn't come when, after six seasons, vigilante serial killer Dexter Morgan's murderous double life was finally discovered by his sister, Deb. Instead, it was Deb's squirm-inducing revelation that she harbors romantic feelings for Dexter, her adopted brother. That makes Dexter the fourth cable series to unveil a divisive incest storyline this year, following HBO's trio of Bored to Death, Game of Thrones, and, most recently, Boardwalk Empire. It's a "troubling trend" that's been building for years on shows like Nip/Tuck, Lost, and the aptly named Brothers and Sisters, says Jace Lacob at The Daily Beast, but is just now reaching critical mass. For better or worse, does that mean the taboo is broken?

Of course it's a taboo. That's why it's intriguing: Incest is still very much a taboo subject, says Tracy Clark-Flory at Salon. And it's also still horrifying. Shows like Dexter and Game of Thrones aren't breaking the taboo by depicting incest, they are reinforcing it "by playing on our supreme squeamishness toward the idea." It's telling, too, that these shows are still quite popular in spite of their portrayals of incest. "We are at once drawn to it and repulsed by it."
"Why is incest all over prime time?"

Incest may be the ideal cable TV storyline: Of course the most boundary-pushing shows on the most progressive cable networks, like HBO and Showtime, would tackle incest, says Jaime Weinman at Maclean's. "It's a taboo subject, and taboo subjects" are what producers on those networks are "always on the lookout for." These cable shows are free from the constraints of advertisers, who would ordinarily pull their ad dollars from networks that portray such topics. "Plus, as the bar gets raised for sociopathic or problematic behavior on TV, an incest story is one of the few things remaining that can be instantly shocking."
"Incest plots replace hoarder plots"

But on?Dexter, it doesn't work at all:?Taboo or not, the incest storyline on Dexter fails, says Jamie Peck at Crushable. The relationship between adopted siblings Dexter and Deb Morgan was "the single most important relationship on the show," and the reveal that Deb has sexual feelings for him threatens to "totally ruin that bond for fans who've become invested in it." Plus, the incest plot comes "completely out of left field." It comes off as random, disrespects the characters, and takes away from the moment that "the series had been building up to since it began."

Thousands rally in Russia over fraud-tainted vote (AP)

MOSCOW ? Thousands took to the streets of Moscow and St. Petersburg on Sunday, braving strong winds and torrential rains for a second week of protests over Russia's fraud-tainted parliamentary vote.

About 4,000 supporters of the Communist Party rallied just outside the walls of the Kremlin on a snowy afternoon, demanding a re-count and the government's resignation. Wind and rain later turned into a blizzard.

Frustration has grown with the ruling United Russia party and Prime Minister Vladimir Putin, who has dominated Russian politics for over a decade.

"I think it's a crime to keep silent," said Vyacheslav Frolov, who was at the Moscow protest.

In St. Petersburg, a rally in a central square drew about 4,000 people from various political parties. Protesters chanted: "Russia without Putin!" and held posters saying "We want to live in an honest country!"

Natalya Sheikina, a 31-year-old teacher, said she went to the protest to show her discontent with the election results.

"The vote has been rigged," she said. "Exit polls and officials results differ dramatically."

The protests follow the Dec. 4 national parliamentary elections, in which United Russia lost a significant share of its seats in the State Duma, though it retained a narrow majority.

Opposition forces claim even that was unearned, supported by reports from local and international observers of widespread vote-count irregularities and outright fraud.

Sunday's demonstrations were small compared to nationwide rallies held in at least 60 Russian cities last weekend, including an unprecedented gathering of tens of thousands in Moscow.

Romney criticized for remark about Medicaid

SIOUX CITY, Iowa (AP) ? Mitt Romney has opened himself up to ridicule by saying he didn't understand Medicaid until he started working in government.

Democrats immediately pounced on the Republican presidential candidate, saying the comment was further proof that he's out of touch.

Romney told the audience at an event in Sioux City, Iowa, on Friday that he didn't understand Medicaid until he got into government. Medicaid is a federal-state health care program for the poor and disabled.

Romney later tried to clarify the remark by saying he understood the program but didn't exactly understand how it was funded.

The 64-year-old Romney first ran for public office, a U.S. Senate seat in Massachusetts, in 1994.

Good Health Depends on More Than Great Doctors and Fine Hospitals

As mayor of Kansas City, Kan., Joe Reardon is justifiably proud of the University of Kansas Medical Center, which has trained several generations of physicians and nurses for more than 100 years. After all, the medical center is consistently rated as the best hospital and treatment center in the state, according to a popular ranking of health institutions. So when Mayor Reardon?who heads the government of both the city and Wyandotte County, in which it sits?first learned that Wyandotte had come in dead last among the state?s counties in a rigorous analysis of health measurements in 2009, he was shocked. ?We have great access to excellent health care in a state where some counties have essentially no access,? Mayor Reardon says. ?And we?re ranked last out of 105 counties? My first reaction was, ?How could this be???

The answer, Mayor Reardon discovered as he delved into the statistics behind the claim, is that proximity to fine hospitals and first-rate doctors is only one of many factors?and not always the most important?determining how long people live and how vulnerable they are to serious illness. Evidence collected by public health experts over the past few decades repeatedly shows that less obvious forces, including proper diet and exercise, higher levels of education, good jobs, greater neighborhood safety, and underlying support from family and friends, provide a powerful, and often unappreciated, boost to a community?s health and well-being. By the same token, studies demonstrate, a poor showing in any of these areas can sink the health of individuals or of communities?even if they have access to topflight medical facilities.

The goal of the County Health Rankings project, which has given Wyandotte County low marks for health but high praise for its commitmennt to change, is to bring these hidden health factors to light and thereby help elected officials, civic leaders and community groups take concrete steps that can improve the health of local residents. The initiative originated at the University of Wisconsin?Madison, covering solely that state in 2003. A similar project began in Kansas in 2009, and in 2010 the Robert Wood Johnson Foundation in Princeton, N.J., provided funding so that the University of Wisconsin could expand its investigation to include within-state comparisons of counties in all 50 states.

Among the biggest lapses identified in Wyandotte County, for example, were much higher than average rates of smoking and obesity, lower than average rates of high school graduation, a distressing number of babies who weigh too little at birth, and a relative scarcity of fresh fruits and vegetables in grocery stores compared with the rest of the state. Mayor Reardon says these measurements have already transformed his approach to budget priorities. Changes include earmarking money for the addition of mentoring programs for high school students, new parks and sidewalks, and the opening of more and better supermarkets and community gardens in impoverished neighborhoods. And that is just the start, Mayor Reardon says. ?The measure of our success as a city is not just how many jobs we create but also the health of our citizens.? iPad 3 rumors: What we know, don't know, and think we know

IPad 3 rumors point toward early 2012. So what kind of features will be included? Here's a roundup of iPad 3 rumors, with a little context as to whether you should believe the scuttlebutt or not.

IPad 3 rumors increasingly suggest that the new Apple tablet will hit shelves in early 2012 ? perhaps even as soon as February. The iPad 2, of course, with its dual-cameras and upgraded innards, represented a sizable leap forward from the original iPad. So what kind of improvements can we expect from the iPad 3??

A caveat: Apple's?notorious secrecy makes such hypothesizing both fun and ? in its own way ? futile. Still, there's plenty of information out there, some of it probable, some of it doubtful, and some of it a little silly. Let's break it down.

As we noted yesterday,?Citi analyst?Richard Gardner recently penned a note to investors, forecasting the arrival of the new iPad. He predicted that the display on the new iPad will sport more than double the resolution of the previous model.?"[T]here do not appear to be any significant technical hurdles remaining," Gardner wrote,?according?to?Business Insider.

Also look for a new camera on the iPad 3 ? par for the course for Apple, which regularly improves the quality and megapixel-count on its iPhone cameras. Plus, Eric Zeman points out today at Information Week, it's not like the lenses on the current model iPad are winning any rewards.?

"Both cameras on the iPad 2 are horrible," Zeman writes. "Sure, they work for FaceTime and such, but the results are pitiful. While tablets are still unwieldy for taking pictures, most of the competition is fielding tablets with 3- and 5-megapixel cameras. I don't imagine I'll be using a tablet for most photo-taking needs, but having a decent one on board wouldn't hurt."

Meanwhile, the design of the iPad 3 could be a departure from the design of the iPad 2, which, after all, was a lot like the design of the original iPad.?

"It is thought the next-generation iPad 3 will be thicker in design," writes the ZD Net team. "This could suggest a larger battery that would in turn make the device compatible to cope with additional 4G LTE technology.?Rumors late last month surfaced that Japan?s largest cellular network would?receive 'two new 4G LTE enabled devices,' further leading speculation that Apple has finally jumped on the next-generation wireless technology."

Lastly, don't wave goodbye to the iPad 2 just yet. Just as Apple has continued to sell its older model iPhones for a discounted price, plenty of analysts think that Apple will keep the iPad 2 on the market for a while longer, especially as cheap Android tablets continue to proliferate. (Did you see the $99 Android tablet?) "I expect the base iPad 2 will continue to be sold, after the iPad 3 launch, for $299 all through 2012. Call it the '3GS' effect," writes John Martellaro of Mac Observer.?
