Pablo Sandoval decided sometime long ago that he was going to swing at the first pitch of his second at-bat.

Anibal Sanchez's delivery was way inside and it bounced ? and Sandoval still swung and missed. Sandoval swung at a couple more pitches that were in the dirt before gounding out.

Buster Posey fouled out on a 3-0 pitch and Sanchez, who looks much better than he did in the second inning, worked a perfect third. Marco Scutaro began the inning by getting called out on strikes.

Anibal Sanchez back to mound for third inning. He headed straight toward the clubhouse after the top of the second and Rick Porcello was warming in the bullpen for Detroit.

Here they go again. The Giants are taking advantage of every opportunity.

Hunter Pence drew a four-pitch walk from Sanchez to start the second inning. Pence stole second as Brandon Belt struck out and went to third on a wild pitch ? a high fastball that tailed way off target and glanced off catcher Alex Avila's mitt.

With the count full, Gregor Blanco drove an off-speed pitch off the base of the wall in cavernous right-center for an easy triple that put San Francisco ahead.

The Giants are 8-1 when scoring first this postseason.

With two outs, Brandon Crawford lined an RBI single that fell just in front of speedy center fielder Austin Jackson.

In that situation ? two outs, a runner on third and the No. 9 hitter at the plate ? Jackson needs to be playing shallow enough that hardly anything can drop in front of him. A ball that gets over his head equals the same amount of runs as a ball that falls in front of him.

Sanchez is suddenly all over the place and the crowd is awfully quiet at Comerica Park, which was rocking during the ALCS sweep of the Yankees.

Several Giants players are bundled up on the bench but pitcher Ryan Vogelsong didn't even have a jacket on.

Once again, Prince Fielder fails to come through for the Tigers.

With two runners on in the bottom of the first inning, the meaty slugger grounded into an inning-ending double play.

Giants first baseman Brandon Belt made a nice pick of a wide and low throw from shortstop Brandon Crawford, barely keeping his foot on the bag it appeared.

Fielder is 0 for 5 with runners on base in the World Series. He began the night hitting just .205 with a homer and three RBIs this postseason.

Game 3 is scoreless heading to the second inning. Both starters appear to be throwing pretty well.

Triple Crown winner Miguel Cabrera and Giants catcher Buster Posey are the winners of the 2012 Hank Aaron Award, given to the top offensive player in each league.

The award was created in 1999 and this is the first time that the two recipients are facing each other in the World Series.

Cabrera and Posey received their awards before Game 3 in a ceremony attended by Aaron and Commissioner Bud Selig.

In addition to that news conference, Selig and Hall of Fame slugger Frank Robinson, a Triple Crown winner in 1966, presented Cabrera with the Triple Crown Award.

The World Series has shifted to Detroit, and we're ready to go for Game 3.

MLB looks to protect pitchers from line drives

DETROIT (AP) ? Major League Baseball is looking at ways to protect pitchers from being injured by batted balls such as the one that struck Doug Fister in the head, and says hat liners are a possibility in the minors next year.

The safety issue is on a "fast track," MLB senior vice president Dan Halem said Friday night.

"Hopefully, we can come up with something," he said. "We're making progress."

MLB medical director Dr. Gary Green has been talking to companies about protective headgear for pitchers, Halem said. A report is on the agenda at baseball's winter meetings in December.

A cap liner with Kevlar, the high-impact material used by military, law enforcement and NFL players for body armor, is among the ideas under consideration.

Halem said baseball already was exploring options when Oakland pitcher Brandon McCarthy was hit in the head by a line drive last month, causing a skull fracture and brain contusion.

"After that, it kind of pushed up our timetable," Halem said. "We decided to fast track it."

"We think it's possible for 2013 in the minor leagues," he said.

Fister was the latest pitcher to get hit. Gregor Blanco's second-inning shot caught Fister on the right side of the head and flew about 150 feet, the ball traveling so far that Tigers center fielder Austin Jackson picked it up on one hop.

Fister remained in the game Thursday night and worked into the seventh of a 2-0 loss to the San Francisco Giants. The Tigers said a team trainer pronounced Fister fine on Friday.

Many youth leagues require pitchers to wear helmets. Getting big league pitchers to adjust to something new would certainly take time, plus the approval of the players' union.

"I definitely think it's something worth exploring," Game 1 winner Barry Zito said after the Giants worked out Friday night at Comerica Park. "We've had high-profile examples of those injuries lately, what happened with Brandon and then here in the World Series."

Zito said he'd heard that MLB was looking into potential solutions.

"You don't want it to be too drastic," he said. "Little things can affect a pitcher's delivery."

Giants general manager Brian Sabean said there was merit to the study. Finding the right product would be the key, he said.

"It would depend on how intrusive it is," he said. "Pitchers would want it to be no irritant or agitant. The weight would be important."

When he returned to the A's after his accident, McCarthy said he would be willing to listen to ideas about protective headgar, provided it didn't impact his pitching.

Halem said baseball was in the early steps of getting a protective device on the field. It would require testing and an examination from an independent laboratory to see whether it could withstand the force of a line drive going 100 mph or more.

MLB could implement the safety change in the minors, having made similar moves involving larger batting helmets. Putting it in effect for the majors would require agreement from the players' association.

"We'd have to discuss how we'd roll it out," Halem said.

Baseball mandated batting helmets for big leaguers starting in 1971. Players already in the majors could opt not to wear them, and Boston backup catcher Bob Montgomery played until 1979 without one, instead putting a protective plastic lining inside his cap.

Fox broadcaster Tim McCarver watched the replay of the Fister ball and said he thought baseball might need to "resort to helmets for pitchers."

Philadelphia pitcher Vance Worley heard that remark and tweeted: "Pitchers....wearing helmets....really?"

Last year, Washington shortstop Ian Desmond hit a liner that struck Colorado pitcher Juan Nicasio in the head. Knocked off his feet, Nicasio broke his neck when he fell on the mound.

Desmond also heard McCarver's suggestion.

"Helmets for pitchers??? Really," Desmond tweeted.

Giants beat Tigers 2-0 in World Series Game 2

The final score is Giants 2, Tigers 0.

Sergio Romo closed out a two-hit shutout for Madison Bumgarner and the Giants, who took a 2-0 lead in the best-of-seven World Series.

After a travel day on Friday, Game 3 is Saturday night in Detroit with Ryan Vogelsong set to pitch for San Francisco against Anibal Sanchez.

San Francisco loaded the bases on three walks in the eighth and Hunter Pence's sacrifice fly made it 2-0.

Angel Pagan got things started with a leadoff walk and a stolen base ? which won everyone in America a free taco from Taco Bell on Oct. 30.

San Francisco breaks through for a run in the seventh.

Hunter Pence led off with a single that chased Tigers starter Doug Fister after 114 pitches. Rookie left-hander Drew Smyly got two strikes on Brandon Belt, then walked him. Gregor Blanco went up looking to sacrifice and his bunt was so perfect that it hugged the third base line for a hit that loaded the bases.

Brandon Crawford grounded into a 4-6-3 double play, giving the Giants a 1-0 lead. They are 7-1 when scoring first this postseason.

Madison Bumgarner was lifted for pinch-hitter Ryan Theriot, who struck out to end the seventh. What an outstanding bounce-back effort by Bumgarner, who gave up only two hits and struck out eight in seven innings.

Santiago Casilla works a 1-2-3 eighth and San Francisco is three outs from taking a 2-0 lead to Detroit.

Detroit needs Prince Fielder to start producing before it's too late. He's having a tough postseason.

Miguel Cabrera drew a leadoff walk in the top of the seventh inning, outlasting Madison Bumgarner in a nine-pitch at-bat.

Fielder took a huge hack on the next pitch and swung through it. Then he bounced back to the mound for a 1-6-3 double play, snuffing out a potential rally.

A fired-up Bumgarner pumped his fist and yelled.

Fielder began the night hitting .214 with a homer and three RBIs in the postseason.

Bumgarner has been crafty all night, striking out eight while throwing only 86 pitches through seven innings. Game 2 is still scoreless in the bottom of the seventh.

We've got a pitchers' duel in Game 2 of the World Series.

Scoreless through 5? innings. Both teams have two hits.

Tigers pitcher Doug Fister appears completely unfazed by the line drive that deflected off his head in the second inning. He's retired 10 straight.

Fister gets great torque and natural movement on the ball by unfolding that 6-foot-8 frame. Some nasty stuff.

Giants lefty Madison Bumgarner, only 23 years old, is hitting the corners and looks much better than he did during the NL playoffs, when he had an 11.25 ERA in two starts. He has eight strikeouts.

Detroit is getting some good swings against Bumgarner, but the right-handers have hooked a few balls foul.

A frustrating fourth inning for Detroit.

Omar Infante led off with an infield single and Miguel Cabrera got ahead in the count before smoking a line drive that was caught by third baseman Pablo Sandoval.

Cabrera pounded his chest once and looked up toward the sky.

Prince Fielder flied out to the left-field warning track and Infante was picked off when he tried to steal second.

The umpires have been terrific tonight.

Somehow, Doug Fister appears to be OK.

Gregor Blanco hit a line drive right off the side of Fister's head in the second inning. The ball caromed high in the air and landed in center field for a single.

Fister, however, never went down and never appeared to be hurt.

Tigers manager Jim Leyland, pitching coach Jeff Jones and a trainer all came out to check on Fister, who said he was fine.

Very, very fortunate.

Game is still scoreless after three innings.

Early mistake by the Tigers, who squandered a chance at a big inning with some overly aggressive baserunning.

Fielder was hit by a pitch to open the second and Delmon Young grounded a double inside third base. Chugging around the bases, the hefty Fielder was waved home by third base coach Gene Lamont and cut down on a close play at the plate.

Lamont should have held Fielder at third, setting up the Tigers with two runners in scoring position and nobody out. Instead, Fielder made the first out at home plate ? a definite no-no. Detroit didn't score in the inning.

Plate umpire Dan Iassogna made an excellent call ? replays showed catcher Buster Posey's sweep tag was just in time. Moments later, Fielder screamed in the dugout.

San Francisco executed a fine double cutoff on the play, with second baseman Marco Scutaro ? who else? ? making the relay throw to the plate. He alertly dashed over toward the left-field line to be the second cutoff man. Nice defensive fundamentals.

FOX said it was the first 7-4-2 putout in World Series history.

Strong start for Tigers right-hander Doug Fister as well.

He struck out leadoff man Angel Pagan, flashed a nice curve and retired Game 1 star Pablo Sandoval on a fly to left for a 1-2-3 first inning.

Great start for Madison Bumgarner, who really struggled during the NL playoffs.

Two strikeouts to start the game and then he gets Miguel Cabrera on a grounder to shortstop with a low breaking ball.

Bumgarner got a little help on the corners and at the top of the strike zone from plate umpire Dan Iassogna. A couple of close pitches, could have gone either way. Bumgarner doesn't appear to be throwing as hard as usual, but he hit his spots in the first inning.

Welcome back to the World Series.

Now that Justin Verlander lost, the Tigers are in trouble. That seems to be the conventional wisdom, at least.

Hardly anyone was expecting baseball's top pitcher to turn in such a dud during Game 1 in San Francisco on Wednesday night. And most observers who picked Detroit to win this World Series were probably counting on Verlander to put his team ahead in the opener.

But don't brush off the Tigers just yet. Doug Fister is certainly capable of coming through with a big game, and Giants starter Madison Bumgarner is a question mark in Game 2 tonight.

First pitch coming up in a few minutes.

Bumgarner won 16 games during the regular season but looked fatigued during the National League playoffs. He went 0-2 with an 11.25 ERA in two outings and was removed from the rotation during the NLCS, replaced by Tim Lincecum.

It will be interesting to see how Bumgarner responds after a little break. He worked on his delivery in the bullpen, and manager Bruce Bochy chose the young lefty over Lincecum for this start.

Tigers manager Jim Leyland says Fister is an intense competitor, and there's plenty of pressure on him tonight. Fister, pitching on 11 days' rest, held the Yankees scoreless for 6 1-3 innings in the ALCS opener and has a 1.35 ERA in two postseason starts.

Recent history favors the Giants, though. Sixteen of the past 17 home teams to win Game 1 went on to win the World Series.

Futuristic highway glows in the dark, reports the weather

Road trips in the not-too-distant future will take on a psychedelic hue with glow-in-dark lane markers that eliminate the need for overhead lighting and dynamic paint that brightens when the temperature drops below freezing and icy conditions prevail.

The glow-in-the-dark roads are treated with a special ?foto-luminising powder? that is charged up during the day and illuminates the contours of the road and lane markers at night for up to 10 hours, according to Dutch designer and innovator Daan Roosegaarde and Heijmans Infrastructure.?

Dynamic paint responds to changes in temperature. A pattern of snowflakes, for example, appears when it is cold and slippery. The concept should help drivers take note of changing weather conditions as they head over a mountain pass.

The glow-in-the-dark road and dynamic paint concepts will be realized next year in the Netherlands. Other innovations to debut in the coming years include an induction priority lane that will charge electric cars as they drive, presumably via induction coils that are powered by wind.

This concert by the Cary Town Band has been programmed as the multi-cultural pinnacle of the Fall ?12 season. Opening with more traditional fare, remembering our yesterdays recalls the legend of Robin Hood with Curzon?s ?March of the Bowmen? and the legend of ?The Fountain of Youth?, an overture by Karl King. Another overture contemplates Fate with Verdi?s ?La Forza Del Destino?. The recent tsunami in Japan is remembered by ?A Song for Japan? featuring trombone soloist Yoshi Nakamura. And of course there?s a Leroy Anderson melody in ?The Girl I left Behind Me? and familiar folk melodies in Carter?s ?American Legacy No. 1?. This portion closes by boating on the River Thames to excerpts from Handel?s ?Water Music?.

Post-intermission opens with the premier of an original, multi-cultural production of Don Gillis? ?The Man Who Invented Music? with narration incorporated as a radio play, with actors from the Cary Players and a young actress from Applause! Youth Theater. For the studio audience, the tale is visually realized by an original ballet featuring dancers from the Cary Ballet Company and Petite Ensemble. The concert closes with the area premier of a recent work, Samuel Hazo?s ?Our Yesterdays Lengthen Like Shadows?, the original inspiration for the theme of the entire concert. This remarkable work, structured around a single note that is ever present throughout, is deeply contemplative, recalling the fading shadows of days past. Marriage, education can help improve well-being of adults abused as children

ScienceDaily (Oct. 16, 2012) ? Researchers investigating the long-term consequences of child abuse have identified some protective factors that can improve the health of victims during their adulthood.

Men and women in their 30s who had been abused or neglected as children reported worse mental and physical health than their non-abused peers. But being married or having graduated from high school buffered the severity of their symptoms.

The researchers also found that adults who experienced child abuse reported less happiness and self-esteem, more anger and other psychological damage, indicating child abuse has wider-ranging effects than previously known.

"As we understand more of how individuals overcome early trauma, we can develop programs to support and nurture kids exposed to abuse," said Todd Herrenkohl, professor in the University of Washington's School of Social Work.

Herrenkohl is the lead author of two new studies examining what factors can mitigate the harm of maltreatment during childhood. He used data from the Lehigh Longitudinal Study, which began in the 1970s to evaluate the consequences of experiencing violence at a young age.

Participants became involved in the study if their parents were reported to child welfare agencies for abuse or neglect. Parents were also asked about a range of disciplinary practices that are considered abusive, such as slapping and leaving a bruise, kicking, hitting or biting. Neglect involved depriving children of necessities, such as food, medical attention and hygiene.

The study's participants, an even mix of men and women, are now in their late 30s. Herrenkohl and his collaborators got back in touch with them, and interviewed more than 80 percent of the original participants, about half of whom were earlier abused. The researchers wanted to know how the participants were faring in their adult lives and asked about mental and physical health, use of drugs and alcohol, quality of relationships with family and friends, education, employment and overall well-being and satisfaction in life.

In a study published online Sept. 28 in the Journal of Family Violence, Herrenkohl and his co-authors reported that childhood abuse led to worse mental and physical health and substance abuse in adulthood. For instance, 24 percent of child abuse survivors reported moderate to severe depression -- a level that could be debilitating -- compared with 7 percent of participants who had not been abused.

About 19 percent of the survivors reported problems with alcohol over their lifetimes, whereas only 10 percent of the non-abused participants reported these problems.

Being married or a high-school graduate partly lowered, but did not eliminate, the risk for depression among those who had been abused. Survivors who graduated high school had a lower risk for lifetime alcohol problems.

Surprisingly, gender and early childhood socioeconomic status had little bearing on the long-term effects of abuse. "The expectation is that growing up in a household with a higher income and higher social status will help kids, but child maltreatment erases those advantages," Herrenkohl said.

In a second study, published in the November issue of Violence and Victims and also based on interviews with the adults from the Lehigh Longitudinal Study, Herrenkohl and his co-authors explored anger proneness, self-esteem, sense of independence, satisfaction in life and other measures of well-being that studies of child abuse typically ignore. Child maltreatment was linked to lower scores on most of these well-being measures when compared with scores from individuals who hadn't been abused.

"The results show that the effects of child maltreatment extend beyond the most common mental health diagnoses," Herrenkohl said. "It shows that adults abused as children experience the emotional consequences of early trauma well into their adult years."

The paper published in the Journal of Family Violence was funded by the National Institute of Child Health and Human Development, the Office of Behavioral and Social Sciences Research, and the National Institute on Drug Abuse -- all part of the National Institutes of Health. Co-authors are Seunghye Hong of the University of Hawaii, Bart Klika of UW, and Roy Herrenkohl (Todd Herrenkohl's father) and M. Jean Russo of Lehigh University.

Where Apple Maps App Shines: Offline

Out there beyond the towns and cities, beyond the reach of 3G and Wifi, are the places where map apps on your smartphone are most needed. It?s also where most of them run into problems.

Try calling up a Google or Nokia map when you?re outside digital civilization, and you?ll find little if any information has been preserved. Google Maps for Android lets you select a 50-mile square to download for offline viewing, but woe betide you if you stray outside that 50 miles ? you?ll be greeted with an unusable blur.

So what if you?re the adventurous type who wants to venture into the undownloadable, service-free yonder? Then you?ll want to call on a quiet and unlikely champion: Apple Maps.

Now, there are many negative things to say about Apple?s nascent smartphone mapping app. I?ve already written most of them. I believe it was released far too precipitously, given that Apple still had a year left on its license to use Google Maps. The bugs were widespread and obvious enough that heads should roll in Apple quality control, if not at the top of its software business.

The company should also offer iOS 6 users the option to re-download Google Maps, rather than offer the inferior Hobson?s choice of maps.google.com on Safari, while it fixes those issues.

But Apple Maps has also saved my bacon. On a trip to the UK this weekend with a U.S. iPhone, my wife and I had no need to buy an expensive international data package, pay roaming charges or swap out the SIM card to get anywhere.

For the phone?s most important worldly use, getting me from A to B ? especially when B happened to be a wedding in a remote, service-free corner of the West Country ? Maps performed surprisingly well. Once I?d looked at a map of the UK on Wifi once, it was all available down to street level when offline. Navigating dark country roads at night became a breeze.

Sure, Apple Maps is still bare bones when it comes to details around those roads. And I have a few new laughable naming errors to add to my collection. Londoners have been surprised to find their city contains a central neighborhood called ?Little Britain.? The ancient and important port town of Bideford in North Devon, to name just one example I visited, isn?t named at all (though its eponymous hospital is).

It?s also far too easy to switch from a 2D to a 3D view, when you?re simply trying to zoom in on a map. Too often the app interprets the zoom as a two-finger swipe ? but given that there?s a 3D button right there on the screen, a two-finger swipe to go to 3D is entirely unnecessary.

But the fact that most of an entire country was visible at the granular level, just from one quick look at it on Wi-Fi, was truly astonishing. It?s a feature that Apple has kept surprisingly quiet.

The company has talked a little about vectors, which are the secret sauce behind this offline mapping ability. (Vectors are dynamic grid-based information, whereas the bitmaps in Google Maps were static images.) But that doesn?t translate too well for the average user.

It?s possible Apple doesn?t feel offline maps is a feature that?s ready for primetime yet. Indeed, it didn?t behave perfectly. Sometimes, if I went off the edge of the current map screen, I would be presented with a blank grid ? and would have to zoom out and in again in order to revive the offline map.

Turn-by-turn directions for any offline journey will have to be started while you?re in a coverage area, or Wifi. But they still direct you just fine once the data disappears.

And there?s another bonus to all this preloaded mapping: the app downloads much less data than Google Maps when you are connected, as both Macworld and AppleInsider have confirmed ? up to 80% less.

So will this experience convince me to use Apple Maps back in my always-online world? Not necessarily, or not without caution. I?m still going to want to tote an iOS 5 or Android device as backup.

But it?s nice to know that if the wanderlust takes me on a whim to deserts, mountain ranges or countries with expensive data roaming charges, I need never worry about being truly lost again.

U.S. Google Antitrust Probe Spurs Internet Regulation Debate

Since going public in 2004, Google has built a dominant position in the Internet-search market. As Google?s market share has grown, its rivals have waged an increasingly vigorous campaign arguing that the company is abusing its search power in violation of federal antitrust law.

After nearly two years of investigation, the U.S. Federal Trade Commission is on the verge of suing Google, according to multiple reports. Four of the five FTC commissioners believe that Google has used its market power to harm its rivals, according to a Reuters report. Agency investigators are circulating a draft memo recommending legal action against Google, according to Bloomberg, with a final decision expected as early as next month. If it happens, this lawsuit would be the most dramatic action taken by the U.S. government against a?major?technology company since the Department of Justice challenged Microsoft in the 1990s.

The FTC is under enormous pressure to crack down on Google. In my opinion, the Feds should think very, very carefully before pursuing such a lawsuit. It?s not at all clear that the FTC would win this case, for reasons I?ll discuss below, and a loss could harm the FTC?s credibility as it brings antitrust cases in the future. As a result, the chances of an actual trial are slim. Google and the U.S. government will likely settle this matter within the next six to 12?months. In the near term, no FTC action is?expected?until after the presidential election.

Even if the FTC case is strong ? and we haven?t seen the government?s evidence yet ? federal regulators would be wise to tread carefully in the rapidly changing Internet space. In two decades, the Internet has become one of the most dynamic commercial platforms ever. Over that time, regulators have largely, and wisely, taken a hands-off approach. If government bureaucrats start bigfooting around the industry, they could hamper the development of one of the most powerful economic engines in U.S. history.

For years, several of Google?s competitors and sympathetic interest groups have been urging federal action against the search giant, which has amassed a 70% market share. This loosely knit coalition opposing Google includes the FairSearch.org consortium, which is composed of several of Google?s competitors, most notably Microsoft, which has been waging a not-so-clandestine campaign against Google for years. FairSearch.org argues that Google has been using its market power to harm competitors illegally.

Specifically, the group argues that Google has been using its dominance to ?foreclose competitors from the search marketplace ? particularly in high-traffic specialty segments, like travel, jobs, health, real estate, media and local search.? In other words, the companies charge that Google unfairly demotes rivals? ? i.e., them ? in its search-engine results in order to steer users toward Google?s own competing products.

Take the travel industry. When Google announced plans to buy online travel firm ITA Software in 2010 for $700 million, rival travel-search firms, including Expedia and Kayak, cried foul. (Expedia and Kayak are both members of FairSearch.org.) In order to win U.S. Justice Department approval ? and to dismiss a threatened antitrust lawsuit ? Google agreed?in 2011 to license ITA?s technology to its competitors for five years. That settlement telegraphed the current dispute over whether Google uses its market clout to favor its own products.

One year later, it?s not hard to see why Google?s travel rivals are still angry. A simple Google search for ?Miami flights??displays a large Google results box underneath the top sponsored?links?featuring airfare quotes from Google?s partners. One could argue that since Google owns its search page, it has the prerogative?to display its own services, but this kind of apparently clear favoritism goes to the heart of why Google is facing charges that it discriminates?against rivals in its search rankings.?One of Google?s most prominent critics is Scott Cleland, president of the Precursor Group. In a recent blog post, he said:

At bottom, Google?s antitrust defense is that Google is better for consumers and for innovation than competition or the competitive process, based on all the consumer benefits and innovation Google has so graciously given the user to date. The fallacy in this self-serving and circular Google position is the broad and deep market experience we have that monopolies have less competitive pressure to improve and tend to lose sight of consumer/customer interests and the need to innovate ? the longer they are a monopoly.

Google?s rivals are entitled to press their?arguments?to regulators. However, it?s hard not to interpret their campaign as sour grapes, as many?experts have observed. Having failed to defeat Google in the marketplace, these companies appear to be seeking relief in the regulatory arena, according to experts. ?It?s an old D.C. adage that if you cannot win in the marketplace, try to win through political influence,??Glenn Manishin, a partner at the law firm Troutman Sanders and a leading antitrust expert, wrote in a recent blog series exploring this issue:

Pursuing government regulation of market rivals entails a risk ? a big risk ? of untoward results. As the financial crisis of 2008 shows, once government deems an economic sector ?essential? it takes on an implicit responsibility to regulate everyone, whether they have monopoly power or not. As we discuss last in Part V, this is an especially high risk in the potential case of FTC v. Google, because its proponents seek to extend the law into an uncharted realm to justify handicapping a rival. It may, and probably will, come back to bite the entire technology sector in the ass.

Antitrust law is a fairly complex area, so let?s take a look at some of the key big-picture points. First, it?s crucial to understand that having a monopoly in a given market is not, in itself, illegal. What?s illegal is seeking to achieve or?maintain?a monopoly through anticompetitive?practices. According to Google?s defenders, the company has built a dominating position not through anticompetitive methods ? as Microsoft was accused of doing with its bundling of Internet Explorer with Windows ? but rather through the merits of its superior product.

Google is simply more useful to users than rival services are, according to its boosters, but the day that fact ends, competition will be just one click away. And indeed, the rise of Facebook and Twitter ? and Google?s contemporaneous?failure to make inroads into social networking ? illustrates how fast things can change in the Internet industry.?Google also emphasizes that the fundamental purpose of U.S. antitrust law is to protect consumers; most of the complaints directed against Google are coming from its competitors, not consumers.

In building their case, FTC lawyers will have to define the ?relevant market,? a legal term of art that helps shape the scope of the lawsuit. Let?s say the FTC defines the relevant market as the Internet-search market. Monopoly power is defined as?the ?power to control price or exclude competition.? But Google?s search engine is free for users, and it?s not doing?anything?to prevent users from switching to a rival search engine ? other than?providing?a superior service.

?Google?s share of search by itself is therefore almost meaningless,? Manishin wrote. ?Even if the relevant market is confined to search, moreover, there is nothing that enables Google to prevent users from switching, instantaneously, to another of the scores of search engine providers on the Internet.?

Now imagine that the FTC defines the relevant market more broadly, to encompass the larger Web advertising market. Here, the FTC would likely be on shaky ground, because it would be hard-pressed to prove that Google has a monopoly in this broader market. Google?s search advertising products compete with many other types of online advertising, including display ads and mobile ads, not to mention traditional forms of advertising (print, TV, radio, etc.). Manishin:

Taken together, all of these factors suggest strongly that the relevant antitrust market for assessing Google?s alleged monopoly power cannot properly be narrowed to Internet search advertising, and likely not even to Internet advertising to the exclusion of legacy advertising media. In an ?Internet advertising? market Google?s share is almost certainly well below the 70-80% required as the minimum from which to infer monopoly power ? In an ?advertising? market Google undoubtedly has a share hardly worth worrying about.

The FTC could face an uphill battle in trying to convince a federal judge of its case.?But setting aside the potential merits of the government?s case ? and we emphasize that we haven?t seen the evidence ? any federal lawsuit against Google could have broad negative consequences.?Google has?revolutionized?information?discovery worldwide without government interference, and the company faces no shortage of well-funded, hard-driving competitors,?including?Apple, Facebook and Twitter. Online innovation is proceeding at breakneck speed. Does the U.S. government really want to step into the path of the digital revolution?

As for Microsoft and its FairSearch.org?consortium,?there?s something unbecoming about companies that have been beaten in the marketplace appealing to Uncle Sam for relief. It?s kind of like a child who loses a schoolyard ballgame and then runs to the teacher claiming that Johnny didn?t let him win.?Microsoft and its anti-Google allies have spent untold millions waging an overt and covert?campaign designed to persuade regulators?to hobble the search leader. Perhaps if these companies spent a little less time complaining and a little more time innovating, they?d have a better chance of competing in the marketplace.

Serbia to Pay Reparations to Ex-Kosovo Mayor :: Balkan Insight

The First Basic Court in Belgrade has ruled on Friday that Serbia is responsible for the torture of Mustafa Kolgeci, an ethnic Albanian from the Kosovo municipality of Suva Reka, committed by Serbian police, which held him in custody from September 1998 until January 2000.

The Trial Chamber has concluded that during the 16 months custody the police tortured Kolgeci physically and mentally on a daily basis and ordered the Serbian authorities to pay out 380,000 dinars [about ? 3,300] as a compensation for the pain he suffered.

Kolgeci was arrested in September 1998 in his hometown under a suspicion of illegal arms possession, and soon after was charged with terrorism.

In January 2000, a local court in the Serbian town of Pozarevac dropped the charges against him.

During the 16 months imprisonment, Kolgeci changed four prisons, in which he was held without basic supplies ? without beds and almost without food and water, which left permanent damages to Koleci?s health.

One of the prisons where he was held was the infamous Dubrava prison which was bombed by NATO in 1999.

According to Kolgeci, after the bombardment, the police gathered all the survived prisoners, including Kolgeci, and started shooting at them from? automatic arms.

He survived the shooting, and shortly after was transferred to another prison in the Kosovo municipality of Lipljan.

The Humanitarian Law Centre, HLC, who filed a complaint on Kolgeci?s behalf, says that the reparation amount is inadequate in the light of the torture he survived.

The HLC notes that courts in Serbia apply reparation laws differently when it comes to the victims of the Serbian police and army during the conflicts in the 1990s.

In regular reparation procedures, the amounts given for suffering and torture by the police are much higher. In the cases where lawyers, judges or army officers were illegally detained after 2000, the reparation given varies from ?5,000 to ?50,000.

They cite the example of the former head of army security services, Aca Tomic, who received 6 million Dinars [?54,000] for being held illegally in Serbian police custody during 2003.

Kolgeci?s legal representatives announced that they will appeal the verdict, as they are not satisfied with the amount of reparation.

LB Daniel Cobb added back to Texas Tech football roster after D.A. drops charges against him

It?s been a tough time for Texas Tech junior linebacker Daniel Cobb since he was arrested on suspicion of burglary of habitation in August, but the Lubbock County District Attorney?s office dropped all charges against Cobb and he has been added back to the Red Raiders? roster.

Cobb is eligible to play immediately and is expected to play Saturday against TCU.

?I know he spent the last two and a half months trying to clear his name from a bad situation,? head coach Tommy Tuberville said in an announcement after his Monday press conference had ended. ?When you do something like that and you?re accused of something, my policy is to make sure that everything?s above board and that they have to clear their name. He?s done it all on his own.

?He?s been cleared by the district attorney. No wrongdoing whatsoever. He?s had to clear his name. The kid?s going to graduate in two months (after) three and a half years in business. Never gave us one bit of problem.?But it cost him two and a half months of playing college football and six games.?

Tuberville continued.

?I?m proud of what he stood for,? he said. ?He?s worked hard to clear his name. He?s been cleared a hundred percent. He was talked about quite a bit now by the media when he was accused. So I need your help to help clear his name. There are no charges. There was nothing ever done. He was a hundred percent innocent, and we?re glad to have him back on the team because that?s pretty tough on a kid that age that had never done anything wrong in his life in terms of crossing the line and then accused of a felony. Then having to go through that himself, I mean, that?s a growing?up process. I can?t imagine having to do that.

?So we?re glad to have him back. He?s back a hundred percent member of the team and will play this week. So we?re looking forward to Daniel being part of it, and we?re glad everything worked out.?

Cobb, a redshirt junior and a starter last season, joins what is statistically the nation?s No. 4 defense in terms of total yardage. He could be a big help on Texas Tech?s kickoff coverage and other various special teams and adds extra depth to the linebacker rotation.

Step #1 ? Get out of your comfort zone

Embrace the unknown. You have no idea what you?re doing. That?s ok. Get over it. I?ll let you in on a little secret?. Neither do I. Social media is all-new for everyone and there are no ?experts?. Just be yourself, learn as you go, talk to people and you?ll figure out what works best for you and your business.

Step #2 ? Introduce yourself with a great profile

Complete your entire profile. All of it. It?s extremely valuable real-estate. This sounds super obvious, but it?s amazing how many people don?t actually do it. Who are you? What do you do? And most importantly, what can you do for me? While your profile is technically about you, the smart folks in business know that answering ?so what? and ?who cares? is the key to keeping a customer?s attention. So? who are you and what can you do for me in 3 short quick sentences. Go!

Step #3 ? A picture says a thousand words

Twitter only gives you 160 characters to describe yourself, but a picture says a thousand words! The very first thing you should do once you create your Twitter account is upload a picture of yourself. Nothing says either ?I?m a newbie? or ?I?m a spam bot? more than using the default Twitter egg. Nine out of ten people I know on Twitter would probably agree with this if I bothered to ask them. The 10th would be a newbie or spam bot of course. Use a clear, professional looking picture of yourself. No wedding photos, no candid or group shots, no fuzzy out of focus ones from the last year?s Christmas party. If you don?t have a good headshot, pay the $50 to get one. It?s your first impression on Twitter. Make it count!

Step #4 ? Tweet with purpose

Random thoughts, musings, lunch updates, inspirational quotes and jokes are not going to grow your business. Don?t just tweet whatever comes to your mind but on the other hand, don?t spend hours thinking about it either. Here?s the secret? if something pops into your head and you immediately think ?I?d like my customers to know that? tweet it. More importantly, if something pops into your head and you immediately think, ?My customers need to know this?, tweet it! Remember social media is just talking to people. Don?t over think it, use your own voice, use your own words and tweet with purpose.

Step #5 ? Hash it out!

Find the people and conversations that matter to you. The best way to do that is to find your hashtags. So what?s a hashtag? It?s just a topic of discussion with a # in front of it. Say you?re a real-estate agent and you sell condos in Toronto. You can follow the #condo hashtag you?ll see all the discussions about condos currently happening on Twitter. Add the #toronto hashtag and now you?ll see tweets about condos and Toronto. Hastags are filters, rally points, conversation descriptions, search tags and lots more. Most importantly they are used to organize Twitter conversations. . Hundreds maybe even thousands of real time conversations about the business you are in are taking place right now. Find the ones that matter most to you and you?ll begin to tap into the right conversations and more importantly the right people.

Step #6 ? Talk to people

Duh. I know. But you?d be surprised at how many small business twitter accounts are simply used to broadcast. Spray and pray marketing will get you absolutely nowhere. Twitter is the ultimate communications tool. It scales like nothing you?ve ever seen before. If you want to get introduced and to know people, start and join conversations.

Step #7 ? Don?t give up

It takes hustle, chutzpah and time to build a business. It?s the same with Twitter. Don?t worry if you only have 100 followers after a month. 100 raving fans following your every word on Twitter, engaging you in conversation and doing business with you is much better than 10,000 followers that do nothing. It took time to grow your business. It will take time to grow your business with Twitter. Stick it out. It?s worth it and when the magic begins to happen, you?ll wonder why you didn?t get started much earlier!

Movie review: Arbitrage | canada.com

Robert Miller?s blessings and curses are nicely summed up in a single line of dialogue from his wife: ?It?s only $2-million!?

The offhand nature of the remark tells us how rich he is. And the fact that he?s having a hard time pulling the money together for a promised donation indicates the depth of his financial trouble. Having your whole world come crashing down is never good, but the higher you?ve built it, the more it?s going to hurt.

Robert is played by Richard Gere, 63 and becoming ever more the grey fox with each passing year. Al Pacino was originally set to play this Bernie Madoff-esque character, but it?s hard to imagine anyone who could imbue him with as much snake-oil charm as Gere.

Robert is a Wall Street mogul whose problems will be familiar to anyone who?s picked up the financial section of the newspaper in the past five years. He?s over-leveraged. His business associate (Larry Pine) wants him to pay back the $412 million he recently borrowed. It?s only $412-million!

Arbitrage is a first feature from writer/director Nicholas Jarecki. (He also shot the 2005 documentary The Outsider, about the making of When Will I Be Loved.) He wastes no time setting up Robert?s self-made predicament ? then abruptly makes it much, much worse.

Robert is having an affair with Julie (Laetitia Casta), an artist for whom he has purchased an apartment. Driving her home one night, he nods off at the wheel and flips his car. Julie is killed. Robert is injured, but has to push through the pain and figure out another web of lies to avoid being charged with manslaughter ? and implicated in adultery.

From here on, the plot see-saws between two kinds of crime thriller, as Robert must outwit a dogged police detective (Tim Roth, one raincoat shy of going full Columbo) while simultaneously avoiding his daughter (Brit Marling), who takes her job as CFO of his company very seriously, and has noticed some discrepancies with the books. Something about a missing $412-million ?

Gere is fantastic as a man barely keeping his life together. He figures all his problems (OK, half of them) would go away if he could sell his firm to a mysterious man named Mayfield. But Mayfield isn?t taking any meetings. You can almost see the veins throbbing in his head as he tries to outwit, or at least outrun, his various accusers, creditors and family members, including his frosty wife (Susan Sarandon).

For his part, Jarecki makes Robert?s botherations border on the physical. He?s forever placing Gere in elevators, cars, offices and other little boxes that seem to have (at most) one way out. The closest he comes to freedom is a conversation in the faux wilderness that is Central Park. The film?s drama operates in the space between how hopeless his situation seems, and how much of that he?s willing to admit. It?s a gap that closes asymptotically.

And I lost track of how many conversations Robert insists didn?t happen. Many of them illustrate the man?s oddly compartmentalized existence. ?What?s an Appleby?s?? he says to a friend (Nate Parker) who?s thinking of opening one.

But the most telling line comes when the same voice-of-reason comrade asks him: ?You think money?s going to fix this?? Gere fixes him in a perfectly blank, brown-eyed stare: ?What else is there?? In other words: It?s only money!
